Chief Administrator Robert Sawyer (???). Chief regional administrator for the Bureau of Containment. His warm demeanor belies a firm commitment to his principles. Administrator Kurt Vandyke (Nirvana). Administrator for the Bureau of Containment. An imposing man who always wears a smile. (Appearance: Burly and paunchy, receding hairline, wide smile. Black suit, maybe with a smiley-face motif.)

Misti Mountainhop (Parallel Lines). Ed and Cecilia's supervisor. Believes in the importance of connections. (Appearance: Wears hair in a bun, silver monocle, general regal appearance. Wears a long dress with a diamond motif. Integrate half-sun somewhere.)
Jerry Jarvis (???). A former professional race car driver who now works as a chauffeur for the Bureau. (Appearance: Racing uniform, graying dreadlocks, baseball cap. Integrate half-sun somewhere.)
Henri Lavigne (Little Wing). The most recently promoted Satin Knight. A chipper ornithologist. (Appearance: Bomber jacket, long and curly blond hair. Wing motif. Integrate half-sun somewhere.)
Jim Popowicz (???). An ex-detective and the Bureau's chief investigator. (Appearance: Jowly face, salt-and-pepper pompadour, mustache and goatee. Wears a long trench coat and a leather dog collar on each wrist. Integrate half-sun somewhere.)

Ed Henderson (Electriclarryland). A local slacker who witnesses a murder and is drawn into the world of Stands. (Appearance: Dark sunglasses, ratty jacket, khaki shorts. Blond-ish hair with brown roots. Holster for Electriclarryland on his belt.)
Cecilia Valdez (Velvet Underground). A college student from a wealthy family who's bored by material possessions. (Appearance: Feather boa, button-down blouse, black jeans. Black hair covering one eye. Always carries her purse with her.)
The Million
The Host and the Producers
The Host (???). Leader of the Million. A mercurial figure who preaches the gospel of 'rapture.'
Pedro Verdugo (???). One of the Producers. A mysterious mercenary with a lust for combat. (Appearance: Spiky black hair, sparse mustache and goatee. Wears a ribbed white undershirt. From his neck down, his skin is covered in a thick lattice of small scars.)
The Collector (???). The other Producer.
Trashmen
Betterman / Jeremiah (Even Flow). Paradizo and Jalil's former cell leader. A traumatized veteran who operates out of a water treatment plant. Currently in Bureau custody. (Appearance: Military uniform with ropes tied around it. Long hair, headband, muscular form. !! and water drop tattoos on his face.)
Paradizo (In Bloom). A former member of Betterman's cell, promoted to Trashman status. A foul-mouthed youth with a rough upbringing and a green thumb. (Appearance: Long blond hair, backwards baseball cap. Leather vest and torn jeans with vines tied into them. If post-chapter 18, integrate !! somewhere.)
Reggatta (???). The liaison of the Host. A young woman with a mind for calculations. (Appearance: Multicolored hair, futuristic jumpsuit-adjacent outfit. Integrate !! somewhere.)
Telegram (She's in Parties). A low-level Trashman brought out for investigations. Jovan Jorgensen's friend.
Discoman / Nick Vanian (The Damned). A witness to the Byway Bridge incident who joined the Million. Lead singer for a punk band known as the Scumbags. (Appearance: Black hair, rumpled suit [Nick]. White hair with black roots, circular sunglasses, black jacket with BORN !! KILL on the back [Discoman].)
Duke Goodenough (???). A mid-level crime boss who finds revenue streams for the Million. Loathes Pedro for his violent, short-sighted tendencies. (Appearance: Fedora, long dreadlocks, well-pressed suit, gold tooth. Integrate !! somewhere.)
Starchild (???). A Trashman enamored with the residual funk of the universe. (Appearance: Google "George Clinton" or "Bootsy Collins" and pick and choose your favorite design elements. Integrate !! somewhere.)
Cell Members
Jovan Jorgensen (Goodbye Blue Sky). A zealous member of the Million due to his anarchist ideals. Accidentally killed by Kurt Vandyke. (Appearance: Wild black hair, sky-blue shirt, fuzzy arm and leg warmers.)
Jalil Houdin (Freaks Come Out at Night). A med student with reservations about the world of Stands. Currently under Starchild's supervision. (Appearance: Tall high-top fade, red-lensed sunglasses, clock medallion around neck.)
Janis Garcia (Scarlet Begonias). An aspiring artist who believes in the primacy of beauty. Part of Discoman's cell. (Appearance: Long blond hair, denim overalls, flower-print shirt.)
Mickey Garcia (Truckin'). A wizened, old-school criminal. Janis's grandfather. Part of Discoman's cell. (Appearance: Translucent sunglasses, thick beard, unbuttoned Hawaiian shirt.)
